Elissa baker, RN

Elissa Baker is a healthcare strategy consultant and telehealth expert known for driving digital transformation across health systems, startups, and technology firms. She brings deep experience in clinical workflow design, virtual care operations, commercialization strategy, and go-to-market development.

Elissa partners with clients to build and scale telehealth programs, align digital health solutions with clinical and financial outcomes, and develop strategies that accelerate adoption and ROI. Her work spans organizational assessment, product-market fit, commercialization, and strategic partnerships across the telehealth ecosystem.

During her tenure at the American Telemedicine Association (ATA), Elissa founded and led the Center of Digital Excellence (CODE) — a national consortium of 12+ leading health systems including Mayo Clinic, Stanford, UPMC, Johns Hopkins, and Intermountain. She also led a federal policy analysis for the Congressional Budget Office on telehealth substitution rates and cost neutrality across 1.67 million Medicare beneficiaries — one of the first operational data sets supporting expanded telehealth coverage. 

At eVisit, Elissa served as Head of Clinical Strategy and Vice President of Marketing, where she led a strategic overhaul that earned the company the Best in KLAS award, launched a national clinical advisory board, and built a data-driven commercial strategy that deepened provider engagement and payer alignment.

At Phase2 Health, she built the clinical and commercial foundations for emerging digital health startups, connecting them with investors, employers, and health systems to drive early market traction. At KeyCare, she created the company’s commercial strategy from the ground up, helped secure $26 million in Series A funding, and led the public launch at Epic’s 2022 UGM.

Elissa’s career began as a NICU nurse and later as a Specialty Director at NextGen Healthcare, leading strategy for Community Health Centers and FQHCs. She continues to advise health technology ventures through FemTech Lab and consults on healthcare policy and innovation initiatives.

Beyond her consulting work, Elissa is passionate about health equity, community engagement, and creative expression — from public health advocacy to film photography and comedy writing for Second City.
