Catherine “Cat” Costa is a nationally recognized healthcare executive and nurse leader specializing in digital care strategy, virtual care innovation, and value-based healthcare transformation.
With more than two decades of experience spanning health systems, health plans, and digital health companies, Cat has built a reputation for designing and implementing scalable digital health solutions that improve clinical outcomes, expand access to care, and enhance the patient experience.
As Executive Director of Digital Health Solutions at Cone Health’s Value-Based Care Institute, Cat leads digital transformation initiatives that support population health management, care coordination, and Epic-integrated virtual care workflows across diverse clinical environments. Her work bridges frontline clinical insight with technology innovation, enabling sustainable telehealth programs that support both employed and independent physicians operating in value-based care models.
Cat’s leadership in virtual care also includes senior roles at Teladoc Health, where she led strategic engagement initiatives for the health plan market, and eVisit, where she directed product strategy for acute and ambulatory virtual care enablement. Across these roles, she has helped health systems and providers successfully adopt digital care models that improve patient engagement, operational efficiency, and access to care.
A recognized voice in healthcare innovation, Cat previously served as an Innovator in Residence at the Office of the National Coordinator for Health IT (ONC), contributing to national policy efforts focused on interoperability and patient identity. Earlier in her career, she founded the Value Management Office at Allscripts, aligning health IT strategies with measurable clinical and financial outcomes.
Cat holds a Master’s in Technology Management, is a registered nurse, and is a Fellow in Nursing Economics. She serves on the board of the Carolina Health Informatics Program and is a passionate advocate for clinician-centered design, digital equity, and the advancement of connected care.
