Catherine Costa, prefers Cat, is a nationally recognized healthcare executive and nurse leader with deep expertise in digital care strategy, digital health transformation, and value-based care. 

With over two decades of experience spanning health systems, health plans, and digital health startups, Catherine has led groundbreaking work in digital health design, implementation, and adoption—always with a focus on improving clinical outcomes and the patient experience.

As Executive Director of Digital Health Solutions at Cone Health’s Value-Based Care Institute, Catherine spearheads digital initiatives that support population health, care coordination, and Epic-integrated virtual care workflows across diverse practice settings. Her work bridges clinical insight with technology innovation, enabling scalable, sustainable telehealth solutions that support both employed and independent physicians.

Catherine's telehealth leadership includes key roles at Teladoc Health, where she led strategic engagement initiatives for the health plan market, and at eVisit, where she directed product strategy for acute and ambulatory virtual care enablement. Her efforts drove measurable improvements in patient engagement, operational efficiency, and access to care—particularly through tailored solutions for providers navigating digital transformation.

A former Innovator in Residence at the Office of the National Coordinator for Health IT (ONC), Catherine has contributed to national health IT policy, with a focus on interoperability and patient identity. She also founded the Value Management Office at Allscripts, aligning health IT strategies with measurable clinical and financial value.

Catherine holds a Master’s in Technology Management and is a registered nurse and Fellow in Nursing Economics. She currently serves on the board of the Carolina Health Informatics Program and is an active advocate for clinician-centered design, digital equity, and the future of connected care.
